cc69c917f2 Run go vet before golangci (#21580) 
golangci has terrible error messages
if the code doesn't compile or there
are some basic errors. Doing a go vet
check is a quick way to eliminate any

After looking at this for some time, I don't see
any way for this test to fail other than model.NewId
returning the same value for BasicUser and BasicUser2.

I think edge cases like this can exist from time to time.
Nothing much we can do about it.

2a9b3e1a86 MM-47736: Add jitter to job scheduler run time (#21516) 
There can be a case where if a config change happened
at the same time for a large number of installations,
it can trigger a job to re-run all at the same time,
therefore causing a thundering herd issue.

To prevent this, we add a jitter.
