7441a26b6d MM-45871: Do not try to extract content from images (#20698) 
This creates faulty requests to Bifrost and results in
errors and warnings in the logs. Even without Bifrost,
this would make unnecessary requests to S3.

56ce900f7b [feat] Notice.txt generation configuration (#20669) 
We created a tool to automatically generate NOTICE.txt from project folders. And there is a scheduled pipeline configured to run at every Monday which creates a PR if there is a change.
We selected build/notice-file directory to store the configuration files.
