Add KV helper methods to Helpers interface (#11307)

* Add KV helper methods to Helpers interface

* Address code-review comments, add unit tests

* Update documentation for KVCompareAndSetJSON.

* Update assertions for helpers_bots_test.go

* Fix assertion not called name in test.
