Migrate "User.AnalyticsActiveCount" to Sync by default (#11419)

* migrate User.AnalyticActiveCount to sync default

* fixing shadowing variable err

* fixing shadowing variable err

* run query in async

* migrate app/diagnostic to explicit async

* remove error logging
