ci: backport e2e-tests/cypress/reporter-config.json to release-10.11 (#36565)

server.run_specs.sh invokes Cypress with
  --reporter cypress-multi-reporters --reporter-options configFile=reporter-config.json
but the file was never added to this branch (it landed on master in 981ff0bc46
as part of a larger CI refactor). Without it, every spec run fails with
ENOENT against reporter-config.json before the first test executes.

Backports only the single 15-line config file, byte-identical to master.
