Remote Cluster Service
- provides ability for multiple Mattermost cluster instances to create a trusted connection with each other and exchange messages
- trusted connections are managed via slash commands (for now)
- facilitates features requiring inter-cluster communication, such as Shared Channels

- provides ability to shared channels between one or more Mattermost cluster instances (using trusted connection)
- sharing/unsharing of channels is managed via slash commands (for now)

Support added for dynamic auto-completion lists for built-in slash commands.
* a moniker within the fetch url determines whether the request should be sent via HTTP(S) or routed internally to a built-in command. The moniker is of the form builtin: followed by the name of the built-in command to use. e.g. builtin:share would be become a call to the share command to fetch auto-completion items.
* command providers implement the optional DynamicListProvider interface to indicate they can provide dynamic auto-completion.
th.InitBasic initializes users, channels, and teams. But a lot of
tests don't use it at all, causing unncessary delays. A single InitBasic
call takes around 400ms. This PR removes 71 of them, approximately shaving
off 28 seconds. Arguably, this would be more because some tests run in loops.
