`(a *App) InitServer` was being called from multiple goroutines
and were modifying the fields of the App struct concurrently.
However, the fields were just reflecting the Server fields,
and we already have public getters for those fields.
Therefore, we remove those fields and just change the code to return
the server field directly.

This change is being made to address an issue where the go-i18n
translation library would result in partial-translations when a
given language dictionary was missing a given plural keyword. The
improvement made here leads the translation library to try an
'other' keyword lookup if the first plural keyword fails to have
a value.
This change was not accepted upstream due to concern regarding
changing the behavior, so we are using a fork at this time to
address the issue.

Introduce triggers for each supported database that automatically maintain a subset of the Channels table corresponding to only public channels. This improves corresponding queries that no longer need to filter out 99% DM channels.
This initial commit modifies the channel store directly for easier code reviewing, but the next wraps an experimental version around it to enable a kill switch in case there are unforeseen performance regressions.
This addresses [MM-11886](https://mattermost.atlassian.net/browse/MM-11886) and [MM-11945](https://mattermost.atlassian.net/browse/MM-11945).
