We were simply spawning goroutines within goroutines.
For each post, we would spawn one goroutine per hook,
and then one goroutine per callback URL within that hook.
And to top it off, this whole thing was itself within
a goroutine.
To fix it, we remove the goroutine spawning at a per
hook level. And then use a waitgroup to wait
until all hooks from each callback URL is complete.
While here, some other optimizations that we do:
1. We already had the channel object, but inspite of
that, we were calling channel.get again in CreatePostMissingChannel.
We just use CreatePost now and pass the channel.
2. We pre-compile the regex.
3. We store the http.Client in the server to reuse TCP connections.

There were multiple problems with loading of a license.
1. It was called from inside app/server.go and app/platform/service.go. The first one wasn't really needed anymore, so we remove it.
2. To make loading of a license work across a cluster, the license load action was attached along with the `InvalidateAllCachesSkipSend` method. But the problem with that was that it would even get called in the caller node as well, putting it in a recursive loop.

To fix this, we create a dedicated loadLicense cluster event and move it away from the `InvalidateAllCachesSkipSend` method. And then from the caller side, we just trigger this action.
3. We also remove the first call to check license expiration which would load the license again. This is unnecessary because if the license is expired, server wouldn't start at all.
While here, we also make some other improvements like removing unnecessary goroutine spawning while publishing websocket events. They are already handled asynchronously, so there is no need
to create a goroutine for that.

The UpdateProductNotices method runs in a separate goroutine
which modifies a global structure called noticesCache.
This creates race condition when one test finishes
but the goroutine hasn't finished running.
To fix this, we simply prevent the spawning of the goroutine
by disabling the feature in the config.
Ideally, we'd not have global state in the first place.
But that's a separate matter.

We do need to color the mention badges in the webapp with a prominent
color when a mention is posted in an urgent message.
A thread has urgent mentions if the root post is marked as urgent, and
the replies contain mentions to the user viewing the thread.
This PR adds two columns, urgentmentioncount, and isurgent, in
channelmembers, and threads tables respectively.
Furthermore when asking for team/thread mention counts, we also return
urgent mention counts for the user.

After the monorepo integration, the boards product
was started before we started the hub.
This led to a data race where the GetHubForUserId was actually
called before the hub was initialized.
To fix this we initialize the platform first, and then the products.
