Pass a logger instead of embedding on job (#24650)

* pass a logger instead of embedding on job

* leverage mlog.Millis

* use worker logger with HandleJobPanic

* rely on existing LogClone instead

* guard Job.LogClone against nil Job

* s/workername/worker_name
