Move playbooks to plugin (#23732)

* Remove build references

* Remove playbooks webapp and server, and add the prepackaged plugin

* Remove translations

* Add ProductSettings to the playwright type

* Restore playbooks as a prepackaged plugin for cypress e2e tests
